The conference, organized by AGIRE Energy Management Agency with the Province of Mantova, and included into the official congress program of the International Fair of ECOMONDO within the theme of Industrial Symbiosis, has seen alternating among the speakers at a series of important speeches: the chairman arch Giancarlo Leoni, manager of the planning sector of Province of Mantua, has a moderate agenda of relationships that have drawn a picture of the previous experience of industrial symbiosis in Europe and in Italy and shown the pilot actions of the project EPIC 2020 in Italy.
The speakers have led through several aspects of the Industrial Symbiosis implementation in Mantova region: the agenda was opened by the speech of Eng Borriello from APRE the Agency for the Promotion of European Research has shown the possible funding lines for the Industrial Symbiosis both at European and national level. The intervention of Professor Murat- Linkoping University of Sweden focused on the ordering principles of the concept of Industrial Symbiosis and clarified the historical implementations in Europe: from Kalundborg, the dean with a district in symbiosis since 60s’, and up to cases Swedish Norrkoping and Linkoping. A follow intervention that address the historical applications of Industrial Symbiosis in Italy of Dr. Laura Cutaia – ENEA the National Agency for Energy Efficiency thanks to experiments carried out in Italy through the European projects named Symbiosis and Eco-Innovation Sicily. The aims and activities of the project were defined by Eng EPIC2020 Ellen Corke from the Municipality of Malmo in Sweden coordinating the international partnership. The intervention of the architect Gabriele Negrini of the Port Authority of Mantova has also clarified aspects of symbiosis mainly related to the use of port infrastructure such as better means of reducing emissions from logistics activities district. It closed the agenda Eng. Simone Stancari Agency -AGIRE Agency which drew a broad geopolitical picture of the industrial district and the port of Mantua, together with economic and productive dynamics of the district, as a precondition for a presentation of the results obtained through the EPIC project for the pilot of Mantua till now.
Mantova was in fact defined by EPIC as the port site with the greater bio-potential and thanks to the studies conduced till now by the local partners the harbor of Mantova is a suite place for investment in bio-based exploitation plants. A leaving oil refinery leaves on site a series of infrastructural facilities reducing the establishment costs for new business and the local governance are hardly oriented to a reconversion of the petrochemical site to a green economy. The local Energy Agency AGIRE developed a pool of plant feasibility are showing the bug availability of residual agro-food biomass to exploit in a different potential process to establish here. The most innovative feasibility shown by Eng. Simone Stancari is the bio-refinery of second generation (more efficient than the 1st generation ones, and enzyme based) to produce bio-fuel and bio-chemical for the great demand of the local businesses: here in fact are working manufactures for one of the bigger woodchip panels in Italy, producing the most part of the panel demand for furniture market in Europe (such us the IKEA one): their demand is currently specific for methanol used to push glues within the pressed wood fibers of the panel. But several other local demands of product and co-products are potentially absorbed by the current market demands (both locals and externals than the site) and for further high-value product demands (nutra/pharma-ceutical sector, nutrients, etc).
Different synergies between companies were shown to realize an Industrial Symbiosis for the site: the pool of local feasibilities and the series of action undertook by local policy makers are making Mantova as a site looking toward a real implementation of the circular economy, crossing it historical primary economy (the province is one of the richest in Italy for typical food products and cooking) and its most recent enterprise in the big petrochemical since 50s’.
In the next months AGIRE and the Province of Mantova will collect the contribution of the local disciplinary experts from the governance entities, trying to set up a multidisciplinary and shared Vision at 2050 for the local Industrial Symbiosis: the Vision will pass through the Public Hearing event scheduled in Mantova on 18th of January 2016: the new instances collected during the survey will be summarized in the version will pass through the following event of the Policy Hearing scheduled on 4th of February. During this last step the policy makers will check, assume and will program the final Vision to 2050 and the relative local Roadmap to reach the goals at 2050 in Mantova.
By the end of the project lifetime (April 2016) the partnership of Mantova will draft so a territorial Vision for 2050 about Industrial Symbiosis of the harbor and the Roadmap to focus it.
